The designation of a wetland or portion of a wetland for protection, conservation or <br /> development was based on the wetland value assessment, adjacent infrastructure, flood <br /> plain characteristics, presence of threatened or endangered species or habitat for listed <br /> species, adjacent development, and other factors (see Appendix B of the Plan). A <br /> primary concept for the Plan was to link significant resource areas by a vegetated <br /> corridor along Amazon Creek, Willow Creek, and the A -3 Channel. <br /> 7. The Plan (Chapter 4) describes actions to avoid wetland impacts and the process <br /> to ensure minimization of impacts and maintenance of the wetland system. These <br /> actions include establishment of protection areas, development, restoration, and <br /> enhancement areas. The mitigation program as described in the Mitigation Manual is <br /> integral to implementation of the Plan. <br /> 8. The Plan specifies Goals and Objectives (Chapter 3 and 4) and establishes <br /> implementing mechanisms (Chapters 5 and 6). <br /> 9. Sites are specified (Chapter 3, map 3) for protection, development and <br /> conservation. The City has proposed a permit application process and review criteria <br /> that ensure decisions are made to implement the plan as written. <br /> 10. Mitigation monitoring provisions are established (Chapter 5) as a requirement of <br /> city approval of development and mitigation projects under the Plan. <br /> 11. The Plan evaluates conflicting uses and identifies public uses (trails, channel <br /> access, etc.). The Plan defines uses allowed for each wetland designation. <br /> 12. The Plan specifies buffers by wetland value (Chapter 3). Mitigation ratios are <br /> established based on habitat type impacts and habitat to be restored/enhanced (Chapter <br /> 4). <br /> 13. Subsequent to local Plan adoption, a number of state and federal regulatory <br /> decisions have been made and permit applications have been submitted or are being <br /> discussed.
