Uses and activities permitted in the plan including fill or removal, or both, conform <br /> to sound policies of conservation and will not interfere with public health and safety. <br /> The Plan specifies wetland protection, enhancement, restoration, and fill areas. The <br /> Plan designates 259 acres for development, 528 acres for protection and 491 acres for <br /> conservation. Fill activities have been restricted to sites that have been hydrologically <br /> isolated (Fill Sites D2b, D2a, F1, F2, G1, E3, I2a, 12b, C6a, C6b, C6c, C6d, C6f, C7, C1, <br /> A4g, A4b, A4c, and A3c) or disturbed (H2, 11 & A3a). Fill and mitigation by restoration or <br /> enhancement are balanced to provide a net functional value gain (Table 1, p. 36). Uses <br /> and activities in the Plan affecting wetlands and waterways include recreational trail <br /> location, education and interpretation, drainage maintenance, buffer requirements, <br /> mitigation construction, mitigation monitoring, stormwater management, and land <br /> acquisition. The Plan's requirements are designed to protect instream water quality, <br /> habitat and public health and safety. <br /> 2_ Uses and activities permitted in the plan including fill or removal, or both, are not <br /> inconsistent with the protection, conservation and best use of the water resources of this <br /> state and the use of state waters for navigation, fishing, and public recreation. <br /> Implementing the Plan will result in the acquisition and Tong -term protection of more <br /> than 1,019 acres of wetlands and adjacent uplands. The City has established a permit <br /> process to ensure the plan requirements are implemented. The permit process will result <br /> in permit decisions that establish and ensure mitigation actions are completed. The <br /> mitigation element of the plan calls for restoration and enhancement of 491 acres of <br /> disturbed wetland and 307 acres of upland for a total of 798 acres of wetland at full build <br /> out (details are developed in the Mitigation Manual). The plan will enable the city to <br /> integrate channel maintenance and natural resource protection through channel widening <br /> and restofatign. The plan will protect and restore the riparian fringe of Amazon Creek, <br /> Willow Creek and the A -3 Channel. These actions will conserve the public use and <br /> recreational-values of the waterways.
