FINDINGS <br /> PLAN ELEMENTS AND LOCAL ADOPTION <br /> State statute (ORS 196.678) stipulates the elements of a wetland conservation plan <br /> and requires the plan to be adopted by the affected local govemment. The following <br /> describes how the City's Plan addresses each required element. <br /> 1. On May 20, 1992, the Eugene City Council adopted the West Eugene Wetlands <br /> Plan as Ordinance 19853 and the Lane County Board of Commissioners adopted the <br /> Plan in August of 1992 by Ordinance No. PA 1019 -A. <br /> 2. The Plan includes general and detailed maps of the study area. The Plan's <br /> wetland inventory maps are based on field determinations of each jurisdictional wetland <br /> and waterway, and are available at the City of Eugene. The Plan includes a detailed <br /> wetlands inventory mapped at 1" = 100'. The wetland inventory was conducted in three <br /> stages; in 1989 a broad scale inventory was conducted by SRI, Inc., in 1993 a <br /> supplemental inventory was completed by Wetland Specialties, Inc., and in 1994 in <br /> response to a request by the Division, the City of Eugene completed a detailed aerial <br /> photographic review of the study area. The inventories were compiled to constitute a <br /> Wetland Conservation Plan Inventory in compliance with OAR 141 -86 -110 to <br /> 141 -86 -170. The Division of State Lands approved the inventory on April 12, 1994. <br /> 3. The city has evaluated historical wetland losses and documented wetland <br /> fragmentation and degradation in the Plan area. <br /> 4. The mapping clearly identifies wetland locations and documents the function and <br /> value of each site designated in the Plan. The water source for each site is identified. <br /> Detailed evaluations have been conducted for restoration and enhancement sites. <br /> The Plan's value ratings reflect the relative value as determined by the Wetland <br /> Evaluation Technique (WET) and other technical evaluations including the Wildlife <br /> Habitat Assessment conducted by Lev (1987). The City's determination to designate <br /> wetland areas for protection, conservation or development according to their relative <br /> functions and values and infrastructure commitment complies with state statute (ORS <br /> 196.678(d)). <br /> 5. The wetland inventory includes wetlands identified and designated in the Plan <br /> and wetlands identified subsequent to adoption of the Plan. This order applies only to <br /> the wetlands identified and designated for protection, conservation, or development in <br /> the plan. Within the plan area a number of wetland sites were identified after the plan <br /> was adopted locally. These wetland sites are not designated and are not subject to the <br /> requirements of this order. Inclusion of these additional wetlands as an amendment to <br /> the Plan will result in their designation for development, conservation or protection. Until <br /> these sites are included in the Plan, they will be subject to the standard individual <br /> permitting process. <br /> 6. Each wetland site in the locally adopted Plan has been designated for either <br /> protection, development, or conservation. Some of the wetland sites contain more than <br /> one designation.
