The conflicts were <br /> crystalized during the attempt by Spectra - Physics (a laser scanner manufacturer in the <br /> area) to obtain permission to expand their facilities. It was determined that <br /> Spectra- Physics had filled at the time of initial development without federal permit. The <br /> resulting permitting process and community disruption spurred a search for a more <br /> effective and predictable approach to wetland protection and land development. The City <br /> developed the West Eugene Wetlands Plan (Plan) through a series of public workshops <br /> and technical evaluations. <br /> The City contracted with private consultants to identify regulated wetlands and <br /> waterways, evaluate wetland functions and values using the. WET technique, and provide <br /> input to a technical advisory committee. Public meetings, property owner meetings, and <br /> formal hearings were held before the City and County Planning Commissions, City <br /> Council and County Board of Commissioners. The plan was adopted by the City Council <br /> in May of 1992 (Ordinance No. 19853) and by the Lane County Board of Commissioners <br /> in August of 1992 (Ordinance No. PA 1019 -A). As of September 1993 the City, Lane <br /> County, The Nature Conservancy, and Bureau of Land Management had acquired 625.8 <br /> acres with an additional 262.29 acres in purchases pending and appraisals completed for <br /> an additional 217.36 acres. <br /> On October 1, 1993, after adopting the Plan, the City transmitted it to the Division <br /> with a request for approval as a wetland conservation plan pursuant to ORS 196.678. <br /> BACKGROUND INFORMATION AND MATERIALS <br /> The following list of documents and information includes some of the data sources and <br /> information used in evaluating the Plan.
