MEMORANDUM OF AGREEMENT <br /> WETLAND EXECUTIVE TEAM <br /> 1. Preface. This Memorandum of Agreement ( "Agreement ") affirms the philosophy <br /> of cooperation -and coordination among and between the City of Eugene, the Bureassof Land <br /> Management and the Nature Conservancy, concerning land management within the West <br /> Eugene Wetlands Project boundary. The West Eugene Wetlands Project area is designated as <br /> the West Eugene Wetlands Study Area (WEWSAS) on Map 2 of the West Eugene Wetlands <br /> Plan ( "the Plan") adopted by the City of Eugene in its final form August 10, 1992. <br /> 2. Parties. This Agreement is made this 13th day of June, 1995, by and among the City <br /> of Eugene ( "City "), a municipal corporation of the State of Oregon, the Bureau of Land <br /> Management ( "BLM "), an agency of the Department of the Interior of the United States of <br /> America, and The Nature Conservancy ( "TNC "), a non -profit corporation organized under the <br /> laws of the District of Columbia. The City, BLM, and TNC are collectively referred to herein <br /> as the "Parties" and each individually as "Party." <br /> 3. Administration and Implementation. <br /> 3.1 This Agreement will be managed by the Wetland Executive Team ( "WET"), the <br /> team formed by the City, BLM and TNC to enable the parties to effectively share in <br /> the efficient and coordinated operation and management of the West Eugene Wetlands <br /> System. The representative for each party on WET shall be: <br /> For BLM: The Eugene District Manager <br /> For the City: The Public Works Director <br /> For TNC: The Oregon Director. <br /> Each party may designate alternate representatives and representatives may delegate the <br /> performance of any task to other employees of the represented party. Notice of the <br /> designation of an alternate and the delegation of any duty should be provided to the <br /> other parties. <br /> 3.2 The WET representatives will meet as needed to coordinate management <br /> activities. Each fall the WET will meet to finalize a work program with cost estimates <br /> for the next construction season. The work program should describe the formal steps <br /> anticipated for the next year to implement this agreement.
