1 <br /> 3.3 WET shall form and may alter the make -up of the Wetlands Program Staff <br /> Team ( "Wetheads "). WET may delegate sufficient authority to the Wetheads to <br /> oversee the regular management and implementation of this Agreement through the <br /> WET annual work program. The Wetheads will report to WET and to the <br /> representatives of the parties in such ways and in sufficient amounts as may be required <br /> to fulfill the intent of this Agreement. <br /> 4. City is authorized to enter into agreements such as this Agreeq�nt under <br /> the authority Eugene City Charter. BLM is authorized to enter into agreements with <br /> other entities to assist in the performance of its functions and duties by the Federal Land . <br /> Policy and Management Act and the Federal Land Exchange Facilities Act of 1988. TNC is <br /> authorized to enter into agreements with other entities by its Articles of Incorporation, Bylaws <br /> and appropriate resolutions adopted by the Board of Governors. <br /> 5. Purpose. The Parties have all agreed to cooperate in implementing respective aspects <br /> of the West Eugene Wetlands Plan by signing a Statement of Partnership on March 1r, 1994. <br /> (Attached as Exhibit A). The Parties, through this Agreement and the Description of <br /> Responsibilities (Attached as Exhibit B), desire to describe their respective rights, roles, <br /> duties, and obligations with respect to implementing the Plan and management of the West <br /> Eugene Wetlands System. <br /> 6. Coordination of Efforts. All activities will be coordinated and communicated <br /> among the parties. <br /> The Parties will inform each other of unilateral decisions that affect any other Party's <br /> assets, properties and staff resources. <br /> The Parties will solicit input in a timely manner so that feedback can be provided when <br /> it is needed. <br /> Management activities will be guided by the relevant portions of the West Eugene <br /> Wetlands Plan, Eugene - Springfield Metro Area General Plan, federal land management <br /> requirements, and other applicable public and land management decisions. <br /> 7. Responsibilities. The Parties recognize that each Party can best assume responsibility <br /> for implementation of certain aspects of the West Eugene Wetlands Plan. The division of <br /> responsibilities is made according to the Parties' perceived abilities and opportunities to <br /> accomplish the mutual goal of implementation of the West Eugene Wetlands Plan. <br /> WET Memorandum of Agreement Page 2 <br />
