A planning process is being developed that will include review and comment by <br /> potentially affected City departments and divisions and private parties. Some of these <br /> provisions will be legislatively adopted into Chapter 9 of the Eugene Code, while others will <br /> be administratively adopted as construction specifications in Chapter 7. Final adoption is <br /> expected in early 1997. <br /> As development continues to occur over the next two years, opportunities to implement some <br /> of the key stormwater concepts may be missed if guidelines for their construction are not <br /> provided. For example, a developer may volunteer to construct an on -site detention pond, <br /> however, without proper design and construction specifications, the City has no basis for <br /> approving the request. An interim set of specifications could allow this option to be <br /> considered and constructed. <br /> The Water Resources Team has identified four key stormwater topics that should be addressed <br /> on an interim basis A technical memorandum has been prepared for each topic and is attached <br /> for your review and comment. After your review, the guidelines will be edited and presented <br /> to the City's Stormwater Department Advisory Committee for their input. Finally, the <br /> guidelines will be made available to affected parties via an Issues Forum (scheduled for early <br /> May). After final editing, the guidelines will become effective as administrative tools for <br /> responding to voluntary situations. <br />
