• STORMWATER MANAGEMENT PROGRAM <br /> INTERIM DEVELOPMENT GUIDELINES Draft # 1 <br /> TECHNICAL MEMORANDUM NO. <br /> the adverse impacts associated with new construction and development. These activities <br /> should maintain or improve the water quality. The linkage between the resource and the <br /> impacting source is very clear. <br /> Relevance Until new development standards are adopted and in place, the City must rely <br /> on the plan review process and ensuing dialogue with developers to communicalt this <br /> policy. Establishing interim procedures for existing staff is necessary in order for this <br /> policy to be effectively implemented. <br /> Goal 5 <br /> This goal addresses education of the community regarding stormwater issues: <br /> "Educate, inform, and organize the citizens of Eugene about stormwater issues so they <br /> can become active participants in improving stormwater quality, protecting natural <br /> resources, and minimizing drainage and flood related hazards." <br /> Policy 5.1 - Develop and implement a broad -based education program that informs citizens <br /> about the issues of stormwater management and explains the role they and the business <br /> community can play in solving these issues. <br /> This policy directs the City to educate the private sector regarding the impact they can have <br /> on the stormwater system, and to elicit their participation in the resolution of these issues. <br /> In support of this program the City will develop a program to educate architects, engineers, <br /> construction site operators, and property owners of new structural techniques that reduce <br /> negative water quality impacts to streams and the storm systems. <br /> Relevance: Incorporating the evaluation of natural resources into the review process on an <br /> interim basis provides an opportunity to begin the process of educating the private sector <br /> about the anticipated changes to the development standards, and elicit private sector input <br /> regarding standards for new development. <br /> Goal 6 <br /> This goal addresses the issue of communication' within the City and with other agencies: <br /> "Maximize communication, coordination, and cooperation both within the City and <br /> among other agencies and jurisdictions." <br /> Policy 6.1 - Encourage and support communication, coordination and cooperative efforts <br /> that maximize available resources, reduce duplication of services, and prevent management <br /> Page 13 <br />
