STORMWATER MANAGEMENT PROGRAM <br /> INTERIM DEVELOPMENT GUIDELINES <br /> TECHNICAL MEMORANDUM NO. Draft # 1 <br /> Goal 2 <br /> This goal articulates the need to maintain adequate services, while protecting natural <br /> resources: <br /> "Protect life and property from flood and drainage hazards through a combination <br /> of constructed flood control and drainage facilities and natural resource systems." <br /> This goal affirms the City's commitment to protect the community from flood and drainage <br /> hazards while employing stormwater management measures that are suitable and <br /> appropriate for a given set of physical, environmental, and cultural conditions. <br /> Policy 2.3 - Maximize the capacity of existing stormwater facilities especially where <br /> deficiencies exist by encouraging the use of techniques that lower and slow the rate of <br /> stormwater runoff. <br /> This policy directs the City to examine methods to mitigate the effects of increased flow on <br /> existing facilities by employing design techniques that serve to lower and slow the rate of <br /> stormwater runoff. The goal directs the City to evaluate the use of on -site facilities, <br /> including natural resource features, to achieve this end. <br /> Relevance: An evaluation of the use of on -site facilities, particularly those which utilize or <br /> enhance existing natural resources requires the input of City staff early in the design <br /> process, and requires the City to communicate the benefits of using these resources as part <br /> of the conveyance system design. <br /> Goal 3 <br /> This goal addresses the water quality aspect of the new stormwater program: <br /> "Provide a safe and healthy environment for Humans, Plants, Aquatic, and Other <br /> Wildlife by Maintaining and Improving Water Quality in the City's Rivers, Creeks, <br /> Channels, Ponds, and Wetlands." <br /> This goal provides the policy framework for addressing water quality issues. <br /> Implementation measures under this goal will result in fundamental changes to the design, <br /> construction, and maintenance of both private and public stormwater systems. <br /> Policy 3.3 - Reduce stormwater pollution associated with new construction and <br /> development, soil erosion, improper use of stormwater facilities, and City operations and <br /> maintenance practices." <br /> This policy directs the City to protect and maintain the City's natural water features from <br /> Page 12 <br />
