'II I 'II • <br /> Based on the results of Step 1 and consulting the recommendations of existing plans (WEWP, <br /> NRFP), classify the site into one of the following management categories: <br /> 1. Protect. This category indicates the site contains significant stormwater functions at its <br /> existing location and condition and, therefore, the stormwater program has high interest. The <br /> site should be protected. Reference material should include the West Eugene Wetlands Plan, <br /> Natural Restntfs Functional Plan, and the National Wetlands Inventory. <br /> Implementation options include: <br /> • Deny the request as it is a protect site in the West Eugene Wetlands Plan (as applicable); <br /> or <br /> • Use Condition of Approval through Land Use Application Process - if criteria for land use <br /> application includes conformance with City policies, use CSWMP goals and policies to <br /> protect; or <br /> • Acquire through Corridor Acquistion Program - use revenues generated through this <br /> program to acquire site; or <br /> • Incentives - use stormwater SDC credits or reductions to stormwater user fee to off -set • <br /> costs for protection. <br /> 2. Conserve. This category indicates the site contains important stormwater functions and, <br /> therefore, the stormwater program has moderate interest. The existing location of the resource <br /> is not critical enough to preclude on -site relocation. However, lost stormwater functions and <br /> values are to be restored on -site to conditions that are "equal to or better than" existing <br /> conditions. Reference material should include those listed under protect. <br /> Implementation options include: <br /> • Condition of Approval through Land Use Application Process - if criteria for land use <br /> application includes conformance with City policies, use CSWMP goals and policies to <br /> conserve the site and require compensation of lost functions and values; or <br /> • Corridor Acquisition Program - use revenues generated through this program to acquire <br /> site; or <br /> • Incentives - use stormwater SDC credits or reductions to user fee to off -set costs for <br /> protection or restoration. <br /> 3. Develop. This category indicates the site has no interest to the stormwater program and <br /> the request to pipe or relocate_is authorized without conditions. <br /> 5 <br />
