Location: Marshall Ditch west of Terry Street N. <br /> Nature of Problem: Four culverts ( #59950, 59951, 67062, and 70169) carry Marshall <br /> Ditch water under Terry Street and outfall to the Marshall Ditch on the west side of <br /> Terry. Two outfalls ( #70538 and 70559) to the west of the four culverts were <br /> installed to drain into the Marshall Ditch from Blair Commons Subdivision. The <br /> channel narrows significantly just west of the four culverts and is choked with trees <br /> and other vegetation, sediment and debris. This condition caused street and parking <br /> lot flooding at Daneland Mobile Home park on the east side of Terry. Efforts to <br /> correct this problem must be taken in `97. Due to the urgent need for channel <br /> cleaning work at this site, this should be considered the highest priority for channel <br /> cleaning funds. <br /> Recommended Solution: Maintenance requests that this issue be addressed in two <br /> parts: <br /> 1) Use channel cleaning funds to complete cleaning and sediment removal <br /> from Terry Street to the City Limits. Also, assess the need and to what extent <br /> to reconfigure the ditch, if necessary, and contract out this portion of the work. <br /> 2) Acquire adequate easement access for maintenance within the BPA right -of- <br /> way along the south side of the Marshall Ditch for long term Maintenance <br /> needs. <br /> Status: New Project 3/97 <br /> 4. Location: Garfield St. to Cleveland St. drainage connection <br /> Nature of Problem: Recently constructed drainage system originating on Morning <br /> View Lp. above Garfield St. cul -de -sac outlets to a natural creek bed behind property <br /> at 2525 Garfield St. ( #66017). This creek flows across the undeveloped right -of -way <br /> of W 25th Ave. and through several developed residential lots that have incorporated <br /> it as an integral part of their landscaping. The creek finally inlets back to the piped <br /> system near the intersection of Cleveland St. and W 24th Ave. at ( #52575). During <br /> heavy storms, additional flow introduced to the creek from this upstream development <br /> causes erosion to the creek banks along the developed residential lots. Property <br /> owners along Cleveland St. near the inlet at W 24th Ave. are concerned that continued <br /> upstream development, especially any improvement of W 25th Ave. and the associat- <br /> ed residential construction, will further overload the creek's capacity and wash out <br /> what is an important amenity to their property. <br /> Recommended Solution: Conduct flow analysis of existing 10" piped system along <br /> 97rehah.at. 3/97 hne 2 <br />
