improvement project.
13. Bubbler Catch Basin Interconnection Project:
Location: Several bubbler interconnect projects in various locations have been
identified and examined. Conger and Wilson Streets between 5th and 11th Aves.
were selected as a pilot project site.
Nature of Problem: In some segments of streets located in relatively flat areas of
Eugene, all or most of the catch basins are bubbler type. In many cases they are
the parking lot bubblers for the local businesses. These bubblers fill in with debris
and become non- functional. As a result, the stormwater capacity of the systems
currently on these streets has proved inadequate. The city receives regular com-
plaints of street flooding in these areas during storm events. Other problem areas
include:
- 22nd Ave. from Pierce to Cleveland.
- Jefferson and Madison Streets from 16th to 19th Aves.
- 19th Ave. from University to Patterson Streets.
Recommended Solution: Evaluate areas of street flooding where bubbler catch
basins exist in order to design piped interconnections of the bubblers. These
systems would be connected to the nearest existing main lines if feasible. Evaluate
this issue with all projects during scoping phase.
Status `96: Engineering has begun the preliminary survey and design work. The
scope of the project was expanded to enhance the capacity of the existing line on
7th Pl. by either upsizing the existing 30" pipe or by installing a companion pipe.
Status March `97: Inclusion of sedimentation manholes was eliminated in favor of
sumps in the catch basins. Plans are 95% done. Project is scheduled to go to bid
February- March,1997.
Status November `97: Conger /Wilson pilot project complete. The gutter line flow
from bubblers to piped systems is currently being mapped city wide.
14. Location: W 34th Ave. drainage complex (Note: this will be identified as a separate
project in the CIP)
Nature of Problem: Drainage system originating at City limits along both Sundial
and W 40th Ave reverts between piped and open drainage until finally entering
piped system to the Amazon near W 34th and Olive ( #51239). A number of 24 ",
27 ", and 30" diameter pipe segments along the mid section of this system down-
stream from larger 33" and 36" pipe segments appear to restrict capacity of the
system to handle additional flows from increased development.
7
97rebab us 11/97 bne
