• The City will implement the Stormwater Maintenance Management Information System <br /> (Cassworks). The new system will be populated with information from existing databases. Where <br /> information is not available, the City will establish a methodology in permit year two for gathering this <br /> information in the coming years. <br /> Planning and Administration (P &A) <br /> Ten BMPs will be implemented related to planning and information systems. One of the goals of this <br /> implementation category is to ensure that appropriate measures to control pollutants are considered, <br /> implemented, and maintained during the planning phases for new development or significant redevelopment <br /> projects. Other goals include (1) the development of multiple objective drainage basin plans, (2) the <br /> development of a modified solid waste management program (3) a resolution regarding interagency <br /> responsibility issues, (4) an incentives plan for private property owners to preserve natural areas, and (5) the <br /> development of an erosion prevention program. <br /> Accomplishments in this BMP category include: <br /> • Developed work program for the basin planning process, including prioritization of basins, <br /> establishment of staff team, and selection of basin planning consultant. <br /> • Created a Department Advisory Committee (DAC) to address new water - quality based development <br /> standards (see window "Development Standards and Interim Guidelines "). <br /> • Worked with the Department of Public Safety to establish procedures for spill response and incident <br /> command. <br /> • Distributed 5,000 composting bins to area residents through a special sale in April, 1995. Follow <br /> up surveys will be conducted in the Spring of 1996 to evaluate usage. <br /> • Established of two home compost demonstration sites. <br /> • Developed a comprehensive list of wetland mitigation sites. <br /> During permit year two, a number of significant activities will be implemented in this category: <br /> • The Erosion Control Ordinance and Administrative Rule will be adopted and implemented. <br /> • The manual "Erosion Prevention and Construction Site Management Practices" will be completed <br /> and available to the public. <br /> 5 <br />
