Operations and Maintenance (OM) <br /> Eleven BMPs will be implemented in this category over the five -year permit period. During permit year one, <br /> tasks were completed in nine of the eleven BMPs. The goal of the OM category is to improve current <br /> operations and maintenance practices, and/or to adopt new policies and procedures to reduce the pollutants <br /> discharged to the system. <br /> Accomplishments during the first year include: <br /> • Completed the Regional Stormwater Waste Management Facility Feasibility Study which examined <br /> the issues and concerns associated with the management of stormwater system waste materials (see window). <br /> • Established a staff team to review Operations and Maintenance procedures. <br /> • Developed a draft Operations and Maintenance manual. <br /> • Staff trained on integrated pest management, turf management techniques to minimize surface runoff <br /> of pesticides and herbicides, and documented current fertilizer application activity by photograph. <br /> • Compiled research materials on environmentally - friendly de- icers, and training of staff on <br /> alternatives. <br /> • Bid and acquired Stormwater Maintenance Management Information System (Cassworks software). <br /> • Acquired hand -held Global Positioning System (GPS) to assist in data collection for storm channel <br /> node and outfall inventory in Cassworks. <br /> • Developed and implemented procedures to investigate, respond, and track property owner's informal <br /> appeals to stormwater user fees. <br /> • Developed an on -call team trained to respond to spills of environmentally harmful materials. <br /> During permit year two, a number of significant activities will be implemented in this category including: <br /> • An interdivisional review team will continue drafting an Operations and Maintenance manual. By <br /> the end of this permit year, the City plans to have a working draft manual. <br /> • The City will participate in the County's design of the Regional Stormwater Waste Management <br /> Facility. <br /> 4 <br />
