enforcement of regulations to prohibit nonstormwater discharges (or dumping) to the stormwater system, <br /> (2) a program to investigate, detect and eliminate illicit ( nonstormwater) discharges to the stormwater <br /> system, and (3) a program to review industrial stormwater permits and to monitor the activities of industrial <br /> facilities. The goal of these practices is to investigate, detect, and eliminate illicit (nonstormwater) <br /> discharges and illegal dumping to the stormwater system. <br /> Accomplishments during the first permit year include: <br /> • Developed Administrative Rule #58 -95 -19 to supplement existing City Code which prohibits <br /> discharge of any solid, liquid, or other material other than stormwater to the stormwater system. The <br /> Administrative Rule provides the City with the authority to order correction of the violation, issue Cease and <br /> Desist Orders, and civil penalties for non - compliance. See window "The Administrative Rule." <br /> • A pilot project to develop methods for systematic field investigation (illicit connection) program. <br /> The finalized program is scheduled to begin in the summer of 1996. <br /> • The list of industrial facilities needing NPDES General Stormwater Permits was refined, and an <br /> ongoing dialogue with DEQ regarding these facilities was conducted. As of March 1, 1996, 73 facilities in <br /> the City of Eugene held NPDES General Stormwater Permits. <br /> • A strategy was developed to address enforcement issues related to industrial facilities. <br /> During permit year two, a number of significant activities will be implemented in this category: <br /> • Adopt and implement Administrative Rule #58 -95 -19 for illicit connections and illegal discharges <br /> to the City stormwater system. <br /> • Implement of a field screening program . The Systematic Field Investigation Program will begin <br /> in the summer of 1996. This program will identify a number of areas and facilities in need of further <br /> evaluation. <br /> • Complete and implement the Industrial Monitoring Plan for industrial facilities holding stormwater <br /> permits. As part of the program, the City will acquire, review, and comment on industrial Stormwater <br /> Pollution Control Plans. This review will enable City staff to identify potential problems and provide <br /> assistance to permitted facilities. <br /> • Develop a Memorandum of Agreement with DEQ regarding the Industrial Monitoring Plan. <br /> 3 <br />
