BMP STATUS REPORT <br /> Capital BMPs (CAP) <br /> The capital projects implementation category was developed for stormwater quality best management <br /> practices that may involve large capital expenditures that do not naturally fall into any of the other four <br /> implementation categories. Three BMPs will be implemented in this category during the five year permit <br /> period: (1) an acquisition program (for the City to acquire natural waterways and wetlands within the <br /> conveyance system), (2) the development of pilot projects for multiple objectives stream restoration, and (3) <br /> the Po ssible construction and retrofit of water quality facilities. <br /> The efforts under the CAP BMPs are scheduled to begin in earnest during the second permit year. A few <br /> accomplishments during the first year include: <br /> • Identified areas adjacent to waterways where an easement or ownership is desired. Areas were <br /> identified, prioritized, and will be acquired as funds become available. <br /> • Universal Industrial Park pilot project. The City worked in cooperation with the project's private <br /> engineer to develop a solution that incorporated water quality into the drainage design. This project included <br /> building grassy channels and an swales and a stepped pool outlet structure. The design for the outlet <br /> structure has been provided to, and used by, a number of private engineers. <br /> • Willow Creek headcut/erosion pilot project. The City and volunteers installed bundles of willow <br /> fascines (bundles) in an effort to reduce erosion and steep bank undercutting. <br /> During permit year two, a number of significant activities are planned in this BMP category: <br /> • The areas adjacent to waterways identified for easement acquisition will be further evaluated, and <br /> acquired as funds become available. <br /> • Under the Basin Planning, program, collection of data on the physical configuration of the open <br /> channel system will begin. This information will be used to model the City's system, as well as provide <br /> information on potential problem areas. A stormwater capital improvement program will use the results of <br /> the Basin Planning program. <br /> • The Basin Planning process will identify locations for stream restoration and construction and <br /> retrofit of water quality facilities. <br /> Inspection, Enforcement, and Monitoring BMPs (MON) <br /> Three BMPs are being implemented in this category.
