PURPOSE <br /> The purpose of this report is to determine actual cost relating to various maintenance, operations, <br /> and administration activities of the Clark County Stormwater Utility. From these figures a mean <br /> average cost will be derived. These figures then will be used to project future cost of these <br /> activities in the Burnt Bridge Creek Watershed and other watersheds also. <br /> ADNIINISTRATION <br /> This cost relates to general operation of the utility, staff, equipment, supplies, and support <br /> services. It also includes investigation and response to customer inquiries or complaints. The <br /> mean average cost derived for this area is based on a cost per customer account of $5.10 per year. <br /> This cost is based on the last five -year figures because of the significant changes at that point in <br /> administration cost. <br /> FEE COLLECTION <br /> Fee collection reflects the cost of updating accounts, preparing and mailing statements, collecting <br /> fees, filing delinquent liens, and responding to billing inquiries. Average annual cost is again <br /> based on a cost per customer account for the last five years. This cost is $2.72 per year. <br /> STREAM CHANNEL MAINTENANCE <br /> 1 <br /> Stream maintenance involves channel stabilization due to erosion, silt and debris removal, <br /> vegetation control, and planting and watering of new streamside plants. Between 1982 to 1995, <br /> average cost was $1.34 per lineal foot of stream channel. <br /> STORMWATER FACILITIES <br /> Facility maintenance includes the cost of modifications and repairs to trashracks um s pipes, <br /> gates, or fences. It also covers general work such as vegetation control, silt and debris removal, F <br /> and tree and shrub planting and care. Usin figures g the cost gures for the years 1986 to 1995, the mean <br /> average facility maintenance cost is $346.00 per acre. <br /> WATER QUALITY SWALES <br /> With only two years' experience of swale maintenance, an average cost at this time is not clearly <br /> projectable. The two -year cost includes substantial facility modifications and repairs.
