CLARK COUNTY STORM & SURFACE WATER UTILITY <br /> MAINTENANCE AND OPERATIONS COST <br /> BACKGROUND <br /> In 1978 Clark County and the City of Vancouver under the Revised Code of Washington RCW <br /> 36.09 and 35.67 formed a Storm and Surface Water Utility for their respective areas of the Burnt <br /> Bridge Creek (BBC) Watershed. In 1980 an interlocal agreement between Clark County and the <br /> City of Vancouver was signed forming one utility for the two agencies. This stormwater utility <br /> became the second in Washington State and the first multi jurisdictional stormwater utility. <br /> A fee rate ordinance was also adopted in 1980 establishing the following classes and rates: <br /> Single Family: $15 per year <br /> Multi- Family: $110 per acre per year <br /> Commercial/Industrial: $143 per acre per year <br /> In 1982 the fee ordinance was modified to allow for a reduced single family rate for low income <br /> senior citizens. The utility became operational in 1981 with the mailing and collection of the <br /> utility service fees. <br /> WATERSHED/UTILITY STATISTICS <br /> The following figures are for 1995: <br /> Watershed <br /> Area: 8.2 square miles or 18,000 acres, 18 miles of open channel <br /> Population: 88,000+ <br /> Utility <br /> Accounts: 24,440 <br /> Fee Revenue: $856,185 <br /> Facility Maintenance: <br /> Stream Channel: 16.2 miles <br /> Stormwater Facilities 30 with 198.7 acres <br /> Water Quality Swales 50 with 8,853 lineal feet <br /> Maintenance Expenditure: $192,047 <br />
