• <br /> new single family subdivisions) in sensitive areas must submit a plan prepared by a licensed <br /> civil engineer or architect, or by a Certified Professional in Erosion and Sediment Control <br /> (CPESC) * *. Development in sensitive areas will be inspected and enforced to the same degree <br /> as sites greater than 5 acres in size. A permit fee will be imposed covering the City's <br /> administrative and operational costs for the permit. The responsible party is the permittee of <br /> the stormwater permit. <br /> * Sensitive Areas are defmed as <br /> • Hillside conditions with slopes greater than ten percent; <br /> • Highly erodible soils (defmed by SCS category); <br /> • Sites which drain directly to significant water bodies (Willamette River, major drainage <br /> courses, wetlands) <br /> The City will prepare and maintain a sensitive areas map based on the best available <br /> information. The map will be used by the City to identify sites that may be subject to the <br /> required sensitive areas stormwater permit requirements. If the developer chooses, data may <br /> be submitted to the City refuting the inclusion of the site in a sensitive area classification. The <br /> City Engineer will review the data and make a final determination. <br /> * *Certification is sponsored by the Soil and Water Conservation Society (SWSC) and the <br /> International Erosion Control Association (IECA). Certification requires the submittal of <br /> credentials as part of an exam application (exam fee is approximately $75) and completion of <br /> a two -part exam. The first part is one -two hours proctored. The second part of the exam is <br /> take home. Classes are available through the American Society of Engineers and IECA. <br /> These courses are offered throughout the Pacific Northwest by both organizations. <br /> 1.21 Non- sensitive Areas. All other development on sites 5 acres in size or less is not <br /> required to obtain a stormwater permit or required to prepare a Construction Site Management <br /> Plan. However, at the time of application for a building permit, a checklist containing <br /> construction site management standards must be reviewed and acknowledged by the building <br /> permit applicant. The checklist obligates the permittee to meet the standards of the checklist. <br /> Refer to Attachment 1 for a draft version of the proposed checklist. These sites will be <br /> inspected and enforced on a complaint basis. A permit fee is not required. The responsible <br /> party is the permittee of the building permit. <br /> UNRESOLVED ISSUES <br /> • <br /> 2.0 -. The oilowin issues were not addressed at the last DAC meeting: <br /> 2.1 Permit Review and Approval. For sites requiring a stormwater permit, is there a need <br /> to establish a maximum review time by the City? <br /> 2 <br />
