MEMORANDUM <br /> TO: Stormwater Department Advisory Committee <br /> FROM: Les Lyle, City Engineer <br /> SUBJECT: Construction Site Management Practices #3 - Draft Recommendations <br /> . DATE: September 7, 1995 <br /> The purpose of this memo is to summarize DAC recommendations to date, highlight <br /> remaining unresolved issues, and to outline the public review and adoption process. <br /> SUMMARY OF DAC RECOMMENDATIONS FROM PREVIOUS MEETINGS <br /> At the DAC's previous two meetings (June 22nd and July 13th), the following issues were <br /> resolved: <br /> 1.0 Local Program, Regulatory Requirements, Responsible Party, Rate Structure. <br /> The following combines many of the issues that were identified separately in the previous <br /> memorandum (July 13, 1995). <br /> 1.1 Sites Greater than 5 Acres in Size. All new development on sites greater than 5 acres <br /> in size is required to obtain a stormwater permit prior to any on -site clearing or grading <br /> operations. To obtain a permit, a Construction Site Management Plan must be prepared by a <br /> licensed civil engineer or architect and be approved by the City of Eugene. The plan will <br /> describe in written and graphic form methods to be employed during construction that will <br /> prevent and control impacts from erosion, sedimentation, and other related construction <br /> activities, such as concrete wash -out, storage of paint, thinners, and other potentially toxic <br /> materials. —During construction, the site will be periodically inspected by the City to insure <br /> compliance with the permit. The City will enforce the permit through standard penalties <br /> including stop -work orders and /or fines. A permit fee will be imposed covering the City's <br /> administrative and operational costs for the permit. The responsible party is the permittee of <br /> the stormwater permit. <br /> 1.2 Sites 5 Acres in Size or Less. <br /> 1.21 Sensitive Areas. Sites located in sensitive areas* are regulated the same as sites greater <br /> than 5 acres in size except for single family lots. Development on single family lots will <br /> require a stormwater permit but the required Construction Site Management Plan may be <br /> prepared by individuals other than a licensed civil engineer or architect provided the plan <br /> follows a model - template (provided by the City) and is adjusted to meet individual site <br /> characteristics.
