requirements for people claiming to be experts about wetlands, and much <br /> disparity about what constitutes a wetland. <br /> Mr. Strecker said that there may the need to identify on a map where, for <br /> instance, the concrete washout area will be, but in other cases it will be a <br /> case of listing items, such as "do not damp paint down the storm sewer." <br /> Responding to a comment from Mr. McCarthy, Ms. Anderson pointed out that . <br /> erosion control was related to drainage and hydrology, and such issues often . <br /> required more expertise. She expressed concern that too much flexibility <br /> would result in extreme variations in plans, but agreed with Mr. McCarthy that <br /> professionals would not want to take liability for paint spills. <br /> Mr. McCarthy. said that the plans submittal was an interesting question, <br /> particularly.as site management was related to activity resulting from other <br /> permits. The issue was one of how the developer or builder managed construc- <br /> tion.
