5- 15AUG.RPT Page 1
AUGUST 5 - 15 REPORT
PARKS PLANNING
1. The thoughts that Parks Planning has given to parks in the Santa Clara area were shared with the
Santa Clara Community Organization. They were encouraged by what we shared concerning possible park
sites, and efforts to acquire a couple of them.
2. Officials from ODOT and State Parks met with representatives from the Oregon Track Club (OTC).
the OTC Masters, the Prefontaine Classic (track meet). and State Rep. Floyd Prozanski to talk about
preserving the site of Prefontaine's death as a memorial park and overlook to Alton Baker Park where
the Pre's trail is. There was general agreement that ODOT should give time for donations and volunteer
efforts to be sought to make this idea a reality.
The site was leased to the City in 1950 as a scenic view point park. Current staff were not aware of
this until recently, when the state advised the City that they were going to declare it surplus and
sell it.
3. After studying western pond turtles next to the Walnut Grove housing site for a year biologists
have determined that Diane's Pond contains one of the best turtle populations known - -28 turtles. with
50% adult /50% juvenile. This compares to other populations with as little as 5% juvenile. or a
probably declining population. Parks Planning staff are proposing a park plan that will combine the
needs of protecting known nesting locations from people with the protection needed by any federally
assisted housing from explosions associated with the railroad or "tank farm" to the west.
4. A minor modification to a conditional use /greenway permit for Maurie Jacobs Park improvements
was approved by the Planning Director. Plans to change the location of a playground and formalize a
trail with bark as a walking /running trail, as requested by the Whiteaker Neighborhood, are now able to
be implemented.
5. As part of the REI grant assisted mountain bike trail project. the sponsoring club. Disciples of
Dirt, has indicated they will provide trailhead maps at 8 trailhead locations that show the ridgeline
trail system, and most important. which trails are designated for bikes. Signs are expected to go up
this fall.
