WELCOME AND INTRODUCTIONS <br /> Mr. Lyle welcomed members of the committee and guests. <br /> II. APPROVAL OF MINUTES <br /> The minutes of June 22, 1995, were accepted as submitted. <br /> III. CONSTRUCTION SITE MANAGEMENT PRACTICES: REVIEW RECOMMENDATIONS <br /> Mr. Lyle introduced the item, calling the committee's attention to a - _ <br /> memorandum in the meeting packet entitled "Summary of Recommendations: <br /> • Construction Site Management." Mr. Lyle asked the committee to review the <br /> packet materials and work toward a final recommendation. <br /> Mr. Lyle briefly reviewed the list of concerns related to the topic that were <br /> identified by the committee, which included: 1) an increase in permit fees; <br /> 2) delays in starting construction; 3) penalizes "clean" builders by requiring <br /> permits based on parcel size and location versus who is actually creating the <br /> problem; 4) lack of responsible party - -the source of the problem may not be <br /> the permittee but could be a subcontractor; and 5) the program relies too much <br /> on education and not enough on enforcement measures, e.g., fines, for imple- <br /> mentation. <br /> Mr. Lyle reviewed the memorandum section -by- section. <br /> What is the Problem? <br /> There were no committee comments about this section. <br /> MINUTES -- Stormwater Development Standards July 13, 1995 Page 1 <br /> Department Advisory Committee' <br />
