ATTACHMENT NINE <br /> STORMWATER SCOPING SESSION II <br /> INTERNAL COORDINATION NEEDS <br /> All aspects of development and construction will be affected: <br /> 1. Land Use Application Processes. Will need to modify the various land use application forms <br /> and criteria for determining compliance with stormwater standards. Planning is lead. <br /> 2. Stormwater Permit. A new permit process is needed for determining compliance with <br /> stormwater standards. This process typically includes preparation and submittal of a <br /> stormwater management plan (erosion control and private systems) which is reviewed by a <br /> technical team for determining compliance and permit conditions. Public Works is lead. <br /> 3. Erosion Control Permit. While erosion control is part of a stormwater plan and permit, it is <br /> included as a separate process because it affects an existing State agency responsibility - <br /> DEQ. Public Works is lead. <br /> 4. Responsibility for Stormwater Inspections. Inspections are needed at time of construction to <br /> determine compliance, and on an on -going basis to ensure function and performance. Scale <br /> of a project could determine responsibility. Building inspector may be able to do minor <br /> things, such as single family residential (splash blocks). While larger facilities, grassy - <br /> swales and dry-wells should be the responsibility of Public Works. Need matrix for <br /> identifying inspection activities and who does it. <br /> 5. Construction. Need to determine responsibility for inspecting stormwater requirements at <br /> time of construction. Public Works should be the responsible department as other <br /> departments are concerned with administering "their" codes. Additional resources are <br /> needed. New staff need education, training, and experience. If no new staff, pursue <br /> requiring private developers to bear cost and have their engineers to the inspection. <br /> 6. Post Construction - Monitoring & Enforcement. Need to determine when monitoring <br /> occurs, who does it, and what are the implications of failure. Public Works Maintenance is <br /> lead.- Enforcement agent needs to be part of design and review team <br /> 7. Needa stowater specialist that can review, inspect, monitor for the full spbttram <br /> stormwater objectives (flood, quality, natural resources) across departments. <br /> 8. Coordination. Need strategy for coordinating the various roles and responsibilities for <br /> stormwater controls among departments and divisions. Public Works and Planning are lead. <br /> B -14 <br />
