It should require the least amount of public
involvement and time. This will be the first development standard item the CAC will
address. May want to involve specialized groups, such as the. Chamber of Commerce. May
want to process by opportunity areas, such as the South Hills area.
IV. Timing.
• Erosion Control - amends Chapter 8 of the Eugene Code?
• Parallel Tracks:
1. Basin Plans: CAC review, PC & CC action.
2. Development Standards. CAC review, PC & CC action. What about interim standards?
• Natural Resources Plan. On separate track. Not CAC.
V. Process. Staff presents proposals to the CAC for defining the general circumstances for
applying the various private stormwater techniques, and the process used to determine whether
the application is mandatory or voluntary. Technical aspects should not be an interest of the
CAC. CAC reviews & comments. Staff revises and forwards through the public notice and
action process.
B -13
