ATTACHMENT EIGHT <br /> STORMWATER SCOPING SESSION II <br /> EXTERNAL PROCESS EXERCISE <br /> I. Citizen Involvement Committee. An overall citizen involvement program needs to be <br /> developed and approved by the city's Citizen Involvement Committee. This should be one of <br /> the first steps taken. The program should contain strategies for both the development standards <br /> and basin plan processes. <br /> • Citizen's Advisory Committee (CAC). A CAC will be formed to provide overview of both <br /> the development standards and basin plan process. Membership should include a City <br /> Council, Planning Commission, and Neighborhood Leaders Council. To be resolved is <br /> question of role of BCAC with the CAC. May want to use theme at some future point in the <br /> process. One of the roles of the CAC is to look at specific private control techniques for <br /> determining application. <br /> preparation plans, lannin <br /> • Planning Team. For re aration of basin Tans, p g teams could be formed consisting <br /> of citizens within each specific basin. <br /> • General Public. Opportunities to involve the general public include "basin meetings," <br /> newsletters (Connections),.and targeted mailings to affected individuals. Basin meetings will <br /> be the key method for involving specific neighborhood groups. <br /> II. Technical Team. An internal technical team could be formed to provide technical support to <br /> { <br /> the water resources team effort and to the CAC. This team could include representatives from <br /> ti <br /> various city departments and divisions, and consultants. <br /> 4 A <br /> III. Actions and Processes. <br /> • Basin Plans. Basin Plans will become a new chapter in CSWMP. As a result, an <br /> amendment process to CSWMP will be required. Refinement of CSWMP will involve the <br /> Planning Commission and City Council. <br /> • Development Standards. Based on policy direction from CSWMP to adopt and implement <br /> stormwaterdevelopment standards, changes to the Eugene Code will be regiiItet1 A new <br /> • appendix in CSWMP should reference and describe the code changes, and contain a <br /> description of the technical components of a private stormwater system components, such as <br /> grassy - Swale, dry-well, retention. Until the basin plans are complete, Interim code language <br /> { <br /> will be needed to address pressing problems, such as dry wells. Code changes will require <br /> Planning Commission and City Council approval. <br /> B -12 <br />
