Sign Clearance (night signs) - Return responsibility to PW Traffic. <br /> Annual Savings: Approximately 450 workerhours <br /> B. nee Plantingrfreewell Bricking/Nursery /Stump Grinding - These functions could <br /> be combined for possible contracting or assigned to another section of PARCs. <br /> Annual Savings: Approximately 960 workerhours <br /> These two options would free up almost one FTE on an annual basis. Other pos- <br /> sibilities, some of which would have more customer impact, include: an ordinance <br /> change to make property owners responsible for trees in the right -of -way; establishing a <br /> fee for maintenance pruning; moving responsibility for all street trees to Public Works; <br /> discontinue all maintenance pruning. <br /> It needs to be noted that the above options will address the situation as it exists today, <br /> they do not incorporate any consideration of long -term trends. There are a number of <br /> factors which, if they occur, will significantly impact the section's work program. These <br /> include: the annexation of the River Road, Santa Clara and Glenwood areas; and, the <br /> development of new residential areas. In addition, the section believes it is critical that <br /> the City begin appropriate steps towards implementing professional urban forest manag- <br /> ement. This would include a comprehensive tree inventory and the development of a <br /> long -range forestry management plan. <br /> • <br />
