9.
EUGENE' Public Works
Maintenance
Dennis Lueck 1820 Roosevelt Boulevard
Eugene, Oregon 97402
Urban Forester and Horticulturist (503) 687 -5220
360 Owosso Dr. January 16, 1994
Eugene, OR 97404 -2631
Dear Dennis,
I enjoyed your visit of last month. I find our exchange of ideas lively and informative.
Though we may not see eye to eye on every issue I find that your points are well thought out
and come from experience. Your personal and professional commitment toward forwarding
the cause of trees and proper tree care is most impressive.
During our meeting you raised many points for me to address. Due to prior commitments on
my schedule I'll need to address your points in three or four letters. I don't want you to wait
any longer that necessary for a single letter that would cover all the points.
First issue of immediate concern is that of your interest in providing tree maintenance for
young trees in areas outlined on maps you've provide me. As with any City sponsored or
approved activity there are a few rules to follow along with some unexpected benefits. First
the benefits of an official City volunteer - benefits! Enclosed you'll find a note as to the
injury coverage provided to volunteers. This should cover you if you get banged up while
trimming trees. But as with most benefits, there are some strings attached. On the days you
trim city trees you will need to call in letting me know where you will be working. In
addition I will need to receive weekly work reports, with information as to the addresses of
where you worked and when. You will also need to meet with a representative from Risk
Services to make sure you know, understand, and will follow OSHA, ANSI, and other safety
regulations. Please call me at your convenience to set up an appointment to meet with a Risk
Service representative and work up a reporting procedure with me.
During our talk you mentioned that you would be planting trees within the street rights -of-
way. I must ask you to obtain the City permits to do so. City code requires that anyone
planting trees within the right -of -way must obtain a permit (City Code Section 7.635 -
Foliage - Permit to Plant). I can arrange to cover all your plantings with a single permit. I
need to know the address, location, and species of the trees to be planted. Please call me so
I can help you in obtaining the tree planting permit.
If you have any questions, please call me when I have returned from vacation on Jam nary 31,
1994. Thank you.
ely,
an taszews
Urban Forester
cc: JohffViedlin, Dick Morgan, John Etter, Adrain Stansfield
