Medlin, Maintenance Support Manager <br /> Subject: ADMINISTRATIVE RULES TO IMPLEMENT LOCAL STREET PLAN TREE <br /> PROVISIONS <br /> The Ordinance enacting the Local Street Plan adopted by Council last August contained several <br /> provisions which change regulatory activities in regards to street trees. The major provisions include: <br /> • Defined Street Tree <br /> • Required Heritage Tree definition methodology to be adopted by administrative rule <br /> • Requiring a permit for the removal of a Street Tree <br /> • Established a street tree program for new developments which requires the planting of street trees <br /> to be a condition included in any new development which creates streets <br /> • Required fees for street tree program administration or the planting of street trees for the <br /> development by the city to be adopted by administrative rules <br /> • Required an Approves Street Tree Species list to be adopted by administrative rule <br /> • Required standards for the pruning of street trees to be adopted by administrative rule <br /> Attached are three proposed administrative rules which when adopted will establish procedures and fees <br /> for the new requirements. Due to their being the only agencies who commented regarding trees during the <br /> local street plan adoption process, a copy of these proposed rules are being sent to the Chamber of Commerce <br /> and to the Home Builders Association. <br /> Notice of adoption of these rules will be published in the Register Guard beginning December 9. Due to our <br /> entering the holiday season, we have expanded the comment period from the required 15 days to 30 days. <br /> The proposed fees have been reviewed by the City Attorney, who concluded that the proposed fees should not <br /> be affected by Measure 47. <br /> For more information contact Johnny Medlin or Scott Plamondon at 687 -5220. <br />
