I am a developer in the city of Eugene and have developed over 200 lots <br /> within the City of Eugene. <br /> 2. Every lot was subject to a set of CC & R's that required the approval of a <br /> Landscape Plan that included Street Trees chosen from the Approved City Street Tree <br /> List. <br /> 3. In those CC & R's the homeowner is required to maintain same_ If they do <br /> not then the Architectural Control Commit tee or the City of Eugene has the right to <br /> enforce. <br /> 4. It seems to me that this issue could be handled much less expesively if it <br /> were treated the same as weeds on vacant properties. The City notifies the owners of <br /> non compliance and if not corrected acts. <br /> It seems to me that the new street tree ordinance and administrative rules have created <br /> a new regulatory system and staff that could have been handled by a much less <br /> expensive system. <br /> Sincerely, <br />
