Council approval of the attached revision to Eugene Code Sections 6.305 <br /> establishing permit requirements for the removal of street trees by private <br /> parties and to 7.650 requiring the City Manager to establish pruning <br /> standards for street trees. <br /> II. COUNCIL ACTION HISTORY <br /> The City Council adopted revisions to the Tree Preservation Ordinance in July of <br /> 1993. Council stated a public hearing would be held at a later date to review <br /> the public impact of the revisions. <br /> III. BRIEFING STATEMENT <br /> 1. On adopting the revisions to the Tree Preservation Ordinance in July of <br /> 1993 the City Council stated a public hearing would be held at a later date <br /> to receive comments on the ordinance's impact. In the approximately <br /> eighteen months which has elapsed, eleven permit applications have been <br /> processed. All permit applications were given either limited or full <br /> approval. Three enforcement actions were undertaken due to alleged illegal <br /> tree removal. Two enforcements resulted in fines levied (how much) ? ?? and <br /> the third was ruled a permitted removal ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ?? <br /> 2. A problem dealing with street trees has come to staff's attention. Last <br /> spring abutting property owners fatally overpruned a series of street trees <br /> along River Road near Beltline.
