January 6, 1997 <br /> To: Eugene City Council <br /> This letter is written in response to the Proposed Street Tree Program <br /> Administrative Rule 7.280. After reading the proposal, I believe it to be <br /> absurdly over complicated for such a basic goal of planting and maintaining <br /> street trees. <br /> What was wrong with the status quote anyway? Trees were planted, some grew, <br /> some didn't and they were replaced. Where's the problem? Not only has the <br /> city created a problem, but has also made it harder, more time consuming and <br /> costly than it actually needs to be. <br /> This cost is forced upon the builder and then passed on to the consumer. <br /> Developers and builders are well aware of their responsibility of maintaining <br /> trees. Not only is it free common sense, but also good business ethics, showing <br /> perspective clients quality neighborhoods through quality workmanship. <br /> The plan with all its rules already tells builders and developers to jump. Now, <br /> they are waiting to know how high; oh yeah, $300 to $400 per tree high. <br /> Sincerely, <br /> Wade Fletcher <br />
