Years to Come <br /> EUGENE STREET TREE PROPOSAL <br /> GOOD IDEA Encourage all citizens to establish and maintain streets that are aesthetically pleasing and safe. <br /> BAD IDEA To establish a government bureaucracy requiring tree and landscape police to administer and enforce <br /> 20 pages of regulations. Ranks right up there with consideration of leaf blower regulations (Too much <br /> governmental involvement). <br /> UNNECESSARY Developers and builders already understand the value of trees and most now take steps to save, establish <br /> and maintain trees adjacent to their houses. <br /> EXAMPLE River Pointe Community <br /> Builders have already planted over 300 trees which didn't exist before community was developed. Trees are <br /> healthy, irrigated and maintained by residents in this three -year old community. Only one tree did not <br /> survive and it was replaced. <br /> CURRENT CITY GOVERNMENT PROBLEM <br /> City has not demonstrated that they have time and staff to monitor rules they already have. (Too often try to <br /> administer within confines of their office). Delays in getting occupancy approval for new home owner -- <br /> arborist didn't have time to come. Calls went unanswered --only a copy to head of building division resulted <br /> in response. Don't even have tree inspection printed on inspection form. Lenders not interested in <br /> temporary occupancy approvals. <br /> REASONS FOR OBJECTION TO PROPOSAL OTHER THAN TOO MUCH GOVERNMENT <br /> IT IS A FLAWED PROPOSAL AT BEST <br /> 1. A well known principle - -you can't hold people responsible for items they can't control i.e. drought, <br /> flooding, other climatic conditions, vandalism, accidents and homeowner maintenance. <br /> 2. Developers build streets, builders and individual homeowners buy lots and establish and maintain <br /> landscape and trees. (Never the twain shall meet). <br /> 3. Don't know where driveways are located until house plans are submitted. <br /> 4. Don't establish street trees, landscape and irrigation systems until home is completed. <br /> 5. Landscaping and tree establishment is seasonal -- dependent on the weather. <br /> 6. Local arborist is prejudice against perhaps the most popular street trees in America (flowering or <br /> ‘,.( <br /> ornamental pears) which nurseries can't grow fast enough. <br /> 7. Makes housing more unaffordable. <br /> POPULAR BECAUSE <br /> 1. Upright canopy <br /> 2. Homogeneous look <br /> 3. Less damage to curbs and sidewalks <br /> 4. Upright branches le problem in snow and ice <br /> 5. Upright canopy lessgodispose of <br /> 6. Only three months without foliage (Nov., Dec., Jan.).
