The condition of the trees warrants their removal. <br /> In general your forester, Lynn, is stating that the live crowns of the trees <br /> are diminishing due to the density of the trees and that selected thinning now <br /> will improve the health and vigor of the trees to remain. No specific damage <br /> or disease was noted by the forester. <br /> There is a dwelling on the property that is a target for windfall of some of <br /> these trees and certainly the pedestrian and auto safety in the vicinity of <br /> the house is another concern. As noted in your forester's report, recent <br /> cutting and thinning of the trees on adjacent parcels to the west and south <br /> have placed an increased trees housenwill your <br /> mprove pourysafety. Removing <br /> these trees from <br /> By selectively removing some of the trees you have indicated, solar access <br /> will be improved to your dwelling and a western view from your dwelling will <br /> be enhanced. Both are valid reasons for tree removal. <br /> The tree removal shall not adversely affect the environment <br /> of the area. <br /> Since Spring Blvd. is on the ridgeline in this location there is a concern <br /> over how many trees are removed within the first 100 feet of your property <br /> from the street. This area is further from the <br /> house and driveway and doesn't present a wind fall danger to the improvements <br /> on the property and therefore the woodland character in this area is to be <br /> preserved. <br /> The tree removal is necessary in order to construct proposed <br /> improvements in accordance with an approved development <br /> plan. <br /> The house on this property does have a narrow, unimproved circular drive. <br /> While the primary reason for removal is over personal and property safety, the <br /> removal as proposed would also aid future improvements to the driveway. The <br /> house was built in 1963 while under Lane County jurisdiction. Permits are now <br /> under City of Eugene authority, however as you have found out in talking with <br /> the city's Permit and Information Center, no permit is required for <br /> installation or improvements to a driveway. <br />
