Or. 97405
Re: Application to remove trees
Dear Mr. Bahn:
The following is the City's findings and decision on your request to remove
trees from your property at 4525 Spring Blvd.
Background
This request is only for the portion of your property that lies inside the
Eugene Urban Growth Boundary, approximately 3/4 of an acre with frontage on
Spring Boulevard. Having received the initial application on March 16, 1994
and noting in a letter to you dated March 30, 1994 that more information was
needed, you hired a practicing forester, Lynn Larson, to make an assessment of
the trees on your property. We received this information on April 27. 1994 and
I met with you at the site on May 5, 1994 to discuss the requested removal.
All of the trees proposed for removal in this request are firs in excess of 8"
DBH. Your original application noted approximately 30 firs to be removed.
During my site visit on May 5th. I noted a little more than 40 firs marked
with ribbons for removal.
Findings
The evaluation of your request is made in accordance with the review criteria
contained in Lane Code Section 9.920. These criteria are discussed below to
the extent that they are applicable to your request.
The relationship of the proposed tree removal to accepted
forestry practices.
Your consultant, Lynn, has stated that the number of trees proposed for
removal should leave approximately 150 evenly spaced crop trees per acre to
conform to normal timber management guidelines. The area in question is
approximately 3/4 of an acre. which would equate to approximately 110 trees to
remain. Lynn has estimated your stand currently has approximately 450 trees
per acre, which would amount to 337 trees. Normal timber management would
therefore allow approximately 187 trees to be selectively removed. You have
revised your request during my site visit on May 5th to ask for a removal of
36 firs, still well within the limit of normal timber management guidelines.
