r
NEAR TREE MISSES
The following is a summery of tree hazards that we consider to be near
tree misses that could have caused either a personal injury /fatality or severe
property damage. It should be noted that all tree hazards have the potential
to cause damage. We have excluded park tree failures and have listed the near
misses that have occurred in the public right of way. There have been
aproximatly 125 near misses that have occurred within the last 5 years. It
must be understood that prior to July of 1992 documentation of tree hazards
was sporadic at best. However, crew members can cite from memory at least 30
confirmed incidents that could have met the above mentioned criteria during
that period of time.
During the ice storm of February of 1993, 65 incidents could have been
notorious. These 65 incidents comprise 14% of the total number of those
hazards. Prior to that Ice storm the city tree crew had been recording tree
hazards on the "Hazardous Tree Response" form. These forms witch began in
July of 1992 and ran to January of 1993 showed that of the 170 responses city
staff made, 29 were near misses. These 29 near misses comprised roughly 17%
of our totals. Most recently the high winds of December 8,9, and 10 produced
17 call outs of these 3 could be classified as near misses. These 3 account
for roughly 17% of those call outs.
Listed below are the number of number of tree misses broken into
geographic areas. These areas are divided in the same manner as the cities
leaf pickup schedule. These same areas were used on the emergency action
reports for the snow and ice storm of February 1993.
area number of incidents
AREA 1 NORTH EUGENE 8
AREA 2 CENTRAL EUGENE 43
AREA 3 SOUTHEAST EUGENE 40
AREA 4 SOUTHWEST EUGENE 29
AREA 5 WEST EUGENE 5
TOTAL - -- 125
