the workers on the site not to cut down any more trees until I speak with Mr. Stapleton. <br /> I returned to my office later that afternoon and called Mr.Stapleton and spoke to him about <br /> the discrepancy in what was on the permit and what I had seen on site. I asked him why he <br /> was cutting a wider road than permitted He mentioned that 12' was for the roadbed and the <br /> additional clearing was for safety reasons. He said he did not want trees falling on to the <br /> trucks. I then requested a meeting on site. <br /> Later that afternoon I spoke with Mr. Appel, asking him what was going on. He said that the <br /> road clearing was not what he envisioned; it seemed in excess to what we had recently <br /> discussed. <br /> At 9:30 a.m. of December 16, I met Don Stapleton(of Egge), Doug Appel, Mr. Egge, and <br /> Bart Wardwell. Mr. Stapleton said that the removal was necessary to meet state and federal <br /> rules. I said that the City would not force them to do anything illegal. I went on to say that <br /> they originally requested a 30' road, and only approved a 12' road and if they could not build <br /> it to be safe they had 15 days to appeal the permit conditions. I further stated that at this <br /> point no additional trees within road right of way could be removed until I brought someone <br /> from the City with a road construction back ground to look over the site. <br /> On December 17th I went to the site with Johnny Medlin. While on site I wrote a field order <br /> further restricting cutting and removal of logs. The logger signed two copies of the order and <br /> kept one. I then showed a the second copy to the other two workmen, one a skid operator <br /> and the other was the truck driver. I then verbally told them that they could still cut, but not <br /> remove any logs from the site. <br /> That afternoon I tried to called Mr. Stapleton to relay with field order to him, but his cell <br /> phone was turned off. I then called Mr. Appel to get the message to Mr. Stapleton. Mr. <br /> Appel said that he was not the person to speak to about this, but that he would let Mr. <br /> Stapleton know to call me at work or at home to discuss the field order. <br /> Mr. Stapleton did not return my call. <br /> On December 20th I received a call from a neighborhood resident complaining that trees were <br /> still being hauled from the site.
