MIIVIORANDUM <br /> DATE: January 16, 1994 <br /> TO: Jens Schmidt <br /> FROM: Jan Staszewski <br /> SUBJECT: Hunter/Bardwell Chronology of Events <br /> Attached is a cover sheet used for each major permit. It lists the dates of each step reached <br /> during the processing of any major tree removal permit application. I shall use the "Date <br /> When Work May Commence" as the starting point for this chronology. <br /> In early December Mr. Douglas Appel of AES called to asked what permits they may need to <br /> use the street right -of -way for a landing. I referred him to Public Works - Transportation. I <br /> then received a call from Keith Pearson, of Transportation, asking about the project. I <br /> informed him that they had a permit to remove trees. Mr. Pearson went on to say that he <br /> would approve the request to expand an existing turnout. <br /> On December 9th I received a faxed map of the proposed turnout expansion. I also received a <br /> phone call from Mr. Appel. During the phone conversation Mr. Appel placed his phone on <br /> "speaker" for others in his office to hear. In the discussion Mr. Appel stated that they wished <br /> to eliminate the approved Old Dillard Rd. to access the site because of concerns for traffic <br /> safety. Mr. Appel said that all logs would be hauled out from Dillard Rd. In addition they <br /> requested some adjustment for additional width for the haul road due to the steep terrain. I <br /> mentioned that some wiggle room would be acceptable as long as it did not go <br /> beyond the 12' width as in the permit condition of October 11, 1993. In addition I said that I <br /> wanted them to make sure their workers did not damage the "leave" trees. <br /> December 10, 1993 I sent a letter accepting their abandonment of the Old Dillard Road access <br /> point to the site. <br /> On December 13, I sent my assistant to inspect the site in the morning. He reported that he <br /> saw heavy equipment heading toward the site, but had not arrived I sent him back out in the <br /> afternoon. He reported that it seemed they just unloaded equipment and culvert pipes. <br /> On December 14, my assistant visited the site in the moming and found they were working <br /> on expanding the turnout. In the afternoon, a few trees at the entrance were removed. But <br /> he felt it seemed within reason. <br /> On December 15, morning visit's report indicate that the tree removal is fmally heading into <br /> the site, but all not many more tree removed that yesterday. However, that after noon I <br /> accompany my assistant and find that they progressed +200' from the landing and the haul <br /> road width was went beyond the permit provisions. I spoke to the log truck driver , and he <br /> reported that they were told to clear out everything within 15' either side of the centerline. I <br /> mention to him that this was in error.
