consistently been between 600 -770 notices each year. These notices serve as an
important educational component of the program. Many times, property owners are not
aware of their vegetation maintenance responsibilities until they receive this notice.
Also, once property owners become aware of the issue, they are likely to resolve the issue
without the City taking abatement action. During 2011, 39 properties were abated, which
is 6% of the violations during the year. In 2010, 29 properties, or 4 % of all violations,
were abated. This is a significant increase in the number of abatements and may be
directly correlated to the economic downtown and the increased number of abandoned
and foreclosed properties. However, we are still able to achieve voluntarily compliance
on 94% of all violations, which demonstrates how well we are able to achieve voluntary
compliance to correct obnoxious and nuisance vegetation issues.
Each May, as required by the Eugene City Code, a copy of the legal notice regarding
vegetation maintenance is mailed to all known owners of undeveloped property.
Accompanying the legal notification is a courtesy letter that explains vegetation control
requirements and encourages voluntary compliance over city abatement action. In May
2011, just over 3,500 notices were mailed to property owners. Shortly after this mailing is
sent each year, we receive numerous calls clarifying maintenance responsibility and
responding to request for information about property ownership, frequently referring
them to Lane County Taxation and Assessment for more information. We also worked
closely with Lane County Taxation and Assessment to ensure they were informed of this
notice and to assist property owners with ownership questions.
