NOTE: The JPC and the Planning Commission discussed whether the Parks <br />Plan should address social behavior and related issues as recommended <br />by the Public Safety Advisory Committee. The Planning Commission and <br />JPC decided that because this Plan focuses primarily on park facility <br />improvements and related recreation and open space needs, the more <br />appropriate place to address issues related to the transient popula- <br />tion, criminal conduct, and what some people think of as deviant behav- <br />ior would be in Eugene's Community Goals and Policies, Metro Plan, or <br />another document that speaks to communitywide public safety, that is to <br />say not just safety in parks. <br />12. PAGE 6, FUNDAMENTAL GOALS: Retitle and revise to read: <br />VISION STATEMENTS <br />The following (two goals) visions are broadly stated goals th t underlie <br />the entire Parks and Recreation Plan.
