Goal 10: <br />Willamalane shall integrate the protections and enhancement of natural, cultural, and <br />recreational values of the rivers and other waterways with the creation of a park and <br />open space network, and the development of community amenities for Springfield. <br />G oal 11: <br />Willamalane shall participate in the development and implementation of measures <br />designed to protect and enhance the natural and scenic values o the uplands and <br />ridgelines surrounding the community. <br />Lane County Parks Master Plan (1980) <br />Goal 1 <br />Provide a comprehensive and balanced park development program, which offers a <br />variety of park and recreational opportunities for Lane County residents and visitors <br />consistent with Statewide Planning Goal #8. <br />Goal 2 <br />Provide for adequate open space and protect important scenic and historic areas <br />consistent with Statewide Planning Goal #5. <br />Relevant Recommendations <br />• Lane County should concentrate its acquisition and development program adjacent <br />to the Eugene - Springfield metropolitan area in order to serve the largest (70 percent) <br />number of County residents for the monies expended. <br />Lane County should continue its role of providing regional parks and water access <br />facilities. Local communities should develop neighborhood parks and provide <br />recreation programs. The state and federal agencies should provide the large scale, <br />statewide facilities and wilderness attractions. <br />Lane County should continue to cooperate with the respective cities in the <br />development of parkland along riverbanks, fringes of the cities where bicycle, <br />equestrian, and pedestrian trail move from the city into County lands. In addition, <br />Lane County should continue to share grant information and acquire potential <br />parklands that may become city parkland in the future. <br />Lane County should develop hill, water, and forest parks on the edges of the cities <br />that are sufficiently attractive to encourage shorter recreation trips. Lane County <br />should help create linkages between various parks and between parks and cities. <br />
