3.2 Minimize economic hardship on private property owners due to protection of <br />wetlands and other valuable environmental resources. <br />3.3 Minimize adverse impacts to protected wetlands from adjacent development. <br />3.4 Protect high quality examples of each important type of wetland plant community <br />currently existing in west Eugene: native Willamette prairie grassland, ash forest, <br />cattail marsh, shrub /scrub, and open water. <br />3.5 Protect and expand current populations and habitats of rare plants and animals <br />that currently exist in west Eugene. <br />3.6 Achieve state and federal requirement of "no net loss" of wetlands in both <br />quantity (area) and quality (functions and values). <br />3.7 Protect an interconnected system of wetlands within a sustainable, ecologically <br />sound system, with a high likelihood of long -term survival. <br />3.8 Allow for multiple uses of protected wetlands, while ensuring that functions and <br />values are maintained or enhanced. <br />Willamalane Park, Recreation, and Open Space Plan (1995) <br />Goal 1 <br />Willamalane shall provide a park, recreation, and open space network to meet the <br />diverse needs of all the residents and visitors of its jurisdiction in a manner that will <br />enhance the health, livability, and quality of life in the community. <br />1.9 Add other natural areas to the system of open space areas, when appropriate, as <br />a means of protecting unique environments and providing passive recreational <br />opportunities. <br />1.14 Acquire strategic areas along the rivers for public ownership to protect and <br />conserve scenic, recreational, and natural values, and to make them available <br />and accessible to a growing urban population. <br />1.15 Link parks, recreational facilities, open spaces, school sites, and natural <br />resource areas where practicable using recreation corridors and greenways. <br />Goal 6 <br />Willamalane shall strive for the conservation, protection and enhancement of open <br />spaces, scenic and historic areas, and natural resources affecting the provision and <br />quality of parks, facilities, and services for the community. <br />6.1 Work with the City, Lane County and other appropriate public agencies and <br />private entities to conserve, protect, manage, and enhance open spaces, scenic <br />vistas, historic areas, and natural resources, including the Millrace and the <br />McKenzie and Willamette Rivers, identified as having value to the community. <br />
