Reasons Include <br />• The relationship between the two divisions for maintaining the open and closed <br />stormwater systems (Maintenance and Parks & Open Space) would be similar to the <br />relationship Maintenance has with Facilities where buildings are located on Parks <br />Property. <br />• teamwork may be diminished when you split up the divisions, but can be workable. <br />C. Role of the Division in Emergency Operations: Shared resource for the interim. Allow <br />the new department director, the Maintenance division manager, and POS division <br />manager to determine if this needs to change. <br />D. Role of the Weekend Supervisor: Shared resource for the interim. Allow the new <br />department director, the Maintenance division manager, and POS division manager to <br />determine if this needs to change. <br />E. Maintenance of Water Quality Facilities: If the feature is primarily non - structural (hard <br />scape), it's in the new POS division. Others would be in Maintenance. <br />F. Development Review: Keep current structure where PWE provides coordination role <br />with POS staff doing some review. Providing assistance to the outside would continue to <br />be provided by PWE staff (Joe's group). <br />G. Wetlands Design and Construction: Similar to how wetland design & construction is <br />currently done, however, Wetland responsibility would be in the new division (i.e. large <br />projects that require plans /specs, project bidding, and construction contract management <br />would still be designed and managed by engineering division project teams, with <br />technical assistance from POS division staff.) <br />H. Administrative Support: Maintenance can provide core service (payroll, personnel <br />functions, customer service). Would recommend an assessment of program support for a <br />new division. May have an unmet need for contract management and grant applications. <br />I. Technical Support: Maintenance can provide core service. Would recommend an <br />assessment of program support for a new division. <br />J. Landscape Architects functions (where do they go): <br />Functions <br />1. Concept Plans <br />2.
