Decisions about the Boundary of the New Division: <br />Generalities <br />Parks, Stream Corridors (i.e., waterways and adjacent riparian areas), Wetlands, and the <br />Ridgeline Trail are the backbone of an open space system, and therefore, the new division. <br />Broad areas of responsibility of the new division are: <br />Maintenance, Planning (and policy development), Project Implementation (to a degree), <br />Enforcement (inspection is a piece of many of these areas). <br />Lead Roles for the New Division <br />Habitat, natural resources, multi -modal recreation policy development. <br />Oversight of recreation related to PW functions and interface with LRCS. <br />Long -term visioning for parks design, those things that have a permanent impact on the park and <br />open space system. <br />Long -term management of parks and open space lands. <br />ei c: <br />ISSUES — A list of discussion items regarding the initial recommendations was generated by <br />the committee. A summary of those discussion items follows: <br />A. Enforcement of open waterways and stormwater development standards: <br />Agreement Eventually, the Parks & Open Space Division would be responsible for <br />enforcement, however, the Open Waterway and Stormwater Development Standards are <br />not completed, and the group preferred to wait until regulations were in place to consider <br />taking this function on. Staff would need to be trained because enforcement is a legal <br />action which requires expert knowledge. <br />Reasons Include: <br />• To have enforcement separate from the program is a disconnect <br />• Responsibility and authority needed in same group. <br />• Could consolidate enforcement with urban forestry and vegetation management. <br />B. Open vs. Closed system <br />Agreement <br />Enclosed system not included as responsibility of the new division. Maintenance of the <br />enclosed system (hardscape and facilities) will continue to be the responsibility of the <br />Maintenance Division. Design and Construction of the enclosed system will continue to <br />be the responsibility of the Engineering Division. In some cases, the new division may <br />act as a referral agency when issues arise at the connection point. <br />
