Additional funding estimated to implement these positions would be: <br />General Fund $ 70k <br />Road Fund $ 40k <br />Storm Water Fund $ 130k <br />Due to existing staff workload commitments, it would not be anticipated that the Wetlands and Open <br />Waterway section would be implemented until the current major stormwater basin planning and <br />development standards project is completed. This could possibly delay any potential implementation <br />well into FY -2002. <br />There are a considerable number of challenges in implementing the new division, but at this early stage <br />in the analysis most seem to be manageable. However, considering the current level of projected <br />shortfalls in both the General and Road funds, the implementation of the Division Manager and <br />Administrative Aide 3 positions may prove to be difficult within fiscal year 2002. <br />INTERIM MEASURES SHORT OF CREATING A NEW DIVISION <br />Potentially a number of interim measures, short of establishing a new division, could be put into place <br />within a relatively short time frame to provide visibility enhancements for the POS program. Many of <br />these are changes would be desirable under the new division proposal and could be implemented at low <br />cost. <br />MARKETING <br />Develop a marketing plan to increase POS visibility which could include such items as: <br />1. Implement a separate POS phone line within PWM <br />2. Design a new POS logo for vehicles, stationary, and public postings. <br />3. Develop a POS newsletter <br />4. Assigning POS oriented staff to regularly attend neighborhood or other civil organization <br />meetings <br />5. Having the Maintenance Division Manager take a much more visibly active and advocacy role at <br />POS functions. <br />ORGANIZATIONAL RESTRUCTURING WITHIN PWM <br />Dealing with the perception that the POS functions are buried too deep within the Public Works <br />organization could be partially addressed by early implementation of some changes being proposed for <br />the new division. <br />2 <br />
