42S Public Works <br />Maintenance <br />City of Eugene <br />1820 Roosevelt Boulevard <br />Eugene, Oregon 97402 <br />October 3, 2000 (541) 682 -4800 <br />TO: Jim Johnson, City Manager <br />FROM: Jeff Lankston, Public Works Interim Co- Director <br />SUBJECT: Parks and Open Space (POS ) Division <br />An eleven person Public Works staff team assigned to develop a proposal for programs to be included <br />within the new division has submitted a report detailing their assumptions, decision process, and <br />recommendations. In their report they endorse the creation of a new division and recommend inclusion <br />of all existing programs and personnel from: <br />1. Parks Maintenance Section. <br />2. Parks Planning and change status to section. <br />3. Urban Forestry and change status to section. <br />They also recommended the creation of a new section within the Parks and Open Space Division to <br />coordinate planning, maintenance, and management the extensive wetlands and open waterway systems <br />coming into our jurisdiction. <br />Existing Funds within the Public Works Department identified by the team which would need to be <br />moved to the new division would include approximately: <br />General Fund <br />$3.12 million <br />Road Fund <br />$1.24 million <br />Storm Water Fund <br />$1.45 million <br />Mitigation Bank <br />$0.15 million <br />Professional Services <br />$0.28 million <br />Three new positions were proposed which would require additional funding to allow implementation. <br />1. Division Manager <br />2. Administrative Assistant to the Division Manager (Admin. Aide 3) <br />3. Wetlands and Open Waterways Section Manager <br />
