1. The Parks Planning work unit currently resides within the Maintenance Planning Section of PWM. <br />An increase in authority and visibility for this work unit could be immediately achieved by raising its <br />status to that of a section reporting directly to the division manager. <br />2. The Parks Maintenance Section currently resides within the Maintenance Division. Transferring <br />jurisdiction for open waterway maintenance to Parks Maintenance from the Maintenance Operations <br />Section of PWM could be implemented early. This transfer of maintenance authority will be seen as a <br />positive action by environmentally oriented citizen groups. <br />3. The Urban Forestry work unit currently resides within the Maintenance Planning Section of PWM <br />An increase in authority and visibility for this work unit could be immediately achieved by raising its <br />status to that of a section reporting directly to the division manager. <br />4. The Maintenance Division Director could retain the division manager and administrative aide <br />responsibilities for FY -02. In FY -03 funding potential for the implementation of the new division <br />manager and aide could be reevaluated. <br />The advantages of this proposal include: <br />1. Potential increase in visibility and focus for POS oriented staff at a low implementation cost. <br />2. Availability for additional experienced administrative support in PWM which will be needed for <br />the new sections. <br />3. The changes are compatible with a delayed implementation of a POS division. <br />The disadvantages of this proposal include: <br />1. Lesser visibility than would be provided bu a POS division <br />2. Increased time commitment requirement of the Maintenance Division Director pulling from <br />other PWM functions. <br />3. Disappointment from public and staff who are excited about what the creation of a new division <br />could mean for the park system <br />
