F. Development Review: Keep current structure where PWE provides coordination role with POS
staff doing some review. Providing assistance to the outside would continue to be provided by
PWE staff (Joe's group).
G. Wetlands Design and Construction: Similar to how wetland design & construction is currently
done (if there is a need for a construction contract, or if there is a need for engineering,
surveying, and drafting, project teams would take the lead), however, Wetland responsibility
would be in the new division with assistance of the other divisions as needed..
H. Administrative Support: Maintenance can provide core service (payroll, personnel functions,
customer service). Would recommend an assessment of program support for a new division.
May have an unmet need for contract management and grant applications.
I. Technical Support: Maintenance can provide core service. Current service linkages for GIS,
computer, and other technical support can be maintained. However, it is recommended an
assessment of various technical support for a new division be conducted.
J. Landscape Architects functions (where do they go):
Functions
1. Concept Plans
2. Design Development
3. Permitting
4. Plans and specs
5. Contract Development
6. Construction, Project Management, Inspection and Contract Management
Aareement None. This was the most difficult decision for the team. Since there was no
agreement, it was decided to leave the Landscape Architects in Engineering. Efforts for
additional coordination between Parks Planning and the Engineering Landscape Architects
should be implemented.
Advantages to moving the three en ing_ eerina LAs to new division
• same geographic location encourages coordination between planning, design and
construction and operation functions
• more coordination between design function and implementation (in the Parks & Open
Space Division)
• If the same people are involved in the vision, public outreach, design and managment of
projects, they will better understand and implement the vision
• parks and open space bond measure provided funding for two LA'sto design and
construct projects.
• details of the plans are critical to eventual park use
October 19, 2000 22
