APPENDIX "A" <br />GENERAL AGREEMENTS <br />This appendix documents a set of general agreements reached by the Task Team. <br />A. Enforcement of open waterways and stormwater development standards: <br />Agreement Eventually, the Parks & Open Space Division would be responsible for enforcement, <br />however, the Open Waterway and Stormwater Development Standards are not completed, and <br />the group preferred to wait until regulations were in place to consider taking this function on. <br />Staff would need to be trained because enforcement is a legal action which requires expert <br />knowledge. <br />Reasons Include: <br />• To have enforcement separate from the program is a disconnect <br />• Responsibility and authority needed in same group. <br />• Could consolidate enforcement with urban forestry and vegetation management. <br />B. Open vs. Closed system <br />Agreement <br />Enclosed system not included as responsibility of the new division. Maintenance of the enclosed <br />system (hardscape and facilities) will continue to be the responsibility of the Maintenance <br />Division. Design and construction of the enclosed system will continue to be the responsibility <br />of the Engineering Division. In some cases, the new division may act as a referral agency when <br />issues arise at the connection point. <br />Reasons Include <br />the relationship between the two divisions for maintaining the open and closed stormwater <br />systems (Maintenance and Parks & Open Space) would be similar to the relationship <br />Maintenance has with Facilities where buildings are located on Parks property. <br />teamwork may be diminished when you split up the divisions, but can be workable. <br />C. Role of the Division in Emergency Operations: Shared resource for the interim. Allow the <br />new department director, the Maintenance division manager, and POS division manager to <br />determine if this needs to change. <br />D. Role of the Weekend Supervisor: Shared resource for the interim. Allow the new department <br />director, the Maintenance division manager, and POS division manager to determine if this needs <br />to change. <br />E. Maintenance of Water Quality Facilities: If the feature is primarily non - structural (i.e. other <br />than hard scape), it's in the new POS division.
