The consensus of people involved in the preparation of this report has been that a new division, with <br />programs implemented as quickly as possible, would be desirable to capitalize on the momentum and <br />excitement as well as to begin highlighting the Parks & Open Space program area to the general public. <br />There are constraints with respect to budget, location issues, and other high priority projects (e.g. basin <br />planning project) which will require some degree of phased implementation however. <br />Ll <br />CONCLUSION <br />The announcement by the City Manager of the creation of a POS division has created a measure of <br />excitement and anticipation of better things to come for POS and related staff. An opportunity exists to <br />capitalize on this excitement. This will be beneficial for both staff and the citizens of Eugene. <br />October 19, 2000 20 <br />
